Without primer, the paint layers had to be reapplied a 2nd time, in certain areas.
The primed figure had to have the primer reapplied in certain areas, but the subsequent paint was fine. 

Conclusion: in either case, the first applied paint (or primer) needs to be reapplied in small problem areas.  This is not as bad as it seems, but is a small annoyance. 

Used a "thumb rub" test to see if paint came off.  They both passed the test.  Also, ink washes are just fine.  It appears the problem with washes or watered down paint layers is only for the initial first layer of paint.  My ink wash stage is the 2nd to last stage in my paint process, so there.

Last dark elf on the right was missing a xbow.  He has been re-supplied with an Empire crossbow.
